Registered Sex Offenders.

"Registered" means "convicted" - not alleged, not accused, but found guilty by a jury and convicted. Lists of registered offenders can be found all over the internet, including www.wvstatepolice.com. Do you think this is fair?

I know this is long...sorry...

Interesting question and I am sure many people have a lot to say about this particular topic. However, I have found that most of the discussion is sort of fear based response to sensationalistic media accounts. Since I work within the criminal justice system, know the statistics, rates of recidivism, treatment providers opinions and have talked to many sex offenders I will share some of that information with you.

Are lists of sex offenders on the internet fair?. I say yes, but only in some cases as do many of the offenders I have spoken with. The sex offenders that most people worry about are the predatory and violent offenders, rapists, child kidnappers, pedophiles with mass amounts of victims etc. However, those individuals represent the smallest number of convicted sex offenders.

When people are classified as sex offenders it not only includes the predatory violent individuals, but prostitution (users and sellers), peeping in windows, public exhibition, an 18 year old having sex with a 15 year old, and a large number of minor offenses involving touching outside of the clothing. Do we need to know where predatory rapists or child molesters live in order to be aware of nefarious activities? I would say most definitely. However, most sex offenders are not guilty of this type of behavior. Typically it is interfamilial behavior, meaning that someone is messing with their son, daughter, or step kids. Does people who commit those types of behaviors need to be held accountable for those actions though prison time, and long term treatment. Of course. However, are they really a threat to our community and does plastering their face and information help the community stay safe or only serve to provide us with weekend entertainment and discussion? Typically it is the most violent who commit most of the sexual offenses. A small proportion of the sex offender population. The others have a low rate of reoffending. In fact is a much lower rate than theft for example and it is lower that the overall reoffense rate of approximately 30%. Most sex offenders reoffend at a rate of about 13%.

The problem that we have with unlimited internet exposure is that those with the propensity to live the straight and narrow are blocked with barrier after barrier. They already have very stringent post prison conditions to deal with, weekly or daily mandatory treatment and mandatory reporting to the parole officer, they are limited as to where they can live, shop, visit, vacation, limited to what states they can go to. It was just decided today in Guam that they would no longer be employed in a government position. The problem with this is that rather that trying to help the person rehabilitate and providing a positive social environment for them so that they can be productive citizens we are pushing them in to smaller and smaller corners where committing illegal activity seems like a pretty good option. Is that where we want to go?

After sex offenders are all locked up on an island who is next. People who commit domestic violence? Drug addicts? And if you think that isn’t true, there is already conditions being placed on people with substance abuse and domestic violence issues, that are being placed on sex offenders. Poly graphing, electronic bracelets, denying housing and jobs, putting online notification of for people who were arrested for meth..maybe not in Clay county but in counties around the US, and when one starts jumping through those hoops with success, there follows the others. The issue is deeper than “protecting our children”. If you want to protect your children, watch them when they are around their daddies, grandpa’s, step daddies and uncles because those are the ones who commit most of the sex offenses.

As far as Clay County goes I see that exactly half of the offenders listed on that site had victims that were family members. Their victims were equally between the ages of 6-12 and 13-17. One sicko had a victim between the ages of 0-5. One victim was between 6-12 and was a male.
Four had victims that were acquantinces and six had victims that were either strangers or it is not know how they were related to their attacker.
There was even one female sex offender showing up.

A sex offender is a sex offender is a sex offender. I don't care how you put it. Anyone who has been given a fair trial and found guilty should get the maximum punishment for the offense. Same goes for those who plead guilty or plea bargin. They deserve no respect of any kind and I want to know who they are so I can protect my children. Knowledge is power. So plaster their names all over the place is what I say. As far as I'm concerned, they get what they deserve. Let the lifers have fun with them and humiliate them like they have their victims.

i agree with the first anon on this post.
i have a friend that lives in kanawha county that is listed on our west virginia site. i grew up with him and i know when he was 18 he started dating a younger girl--she was 15.

They dated for a couple years and i wasnt sure about the reason for the breakup. but at age 20 a terrible seperation occurred -- she was 17 at the time-- her parents got all invovled and of course they had some big influence.

Somehow in the end he was placed on that web site for having a sexual relationship, that we all knew was happening for at least two years. The charge was 3rd degree sexual assault(having sex with a minor age 13-17).

So is it fair??? he is branded for life!

Now to the second anon those are serious problems and i really support for those type people to be publicly branded. i definetly want too know if a true pedophile is living near.

I believe that our public notice system should only target the offenders that are of the predatory nature and could be a danger to society and children.

I for one am tickled to death knowing who is sexual monster. For any woman that has been raped or sexually abused, it is a helpful tool to know who around you has been convicted. Your guard is always up after being raped. You never let it down. I for one, after seeing a picture on the internet knew one of the men. When he has tried to talk to me (he lives down the road from me), I have told him not to come back around me. I do not want to be in the same situation again. Being raped is hard not only on the woman but he entire family. So I AM GLAD THAT THE PICTURES ARE POSTED.

An 18-year old should know that having sex with a 15-year old is against the law. Had he not done it in the first place, then there would be no crime. And any parent who puts all the blame on the male, has their head up their ass. I know young people can be sneaky; however in this case I doubt that the guy held a gun to the gal's head. However, it still on him. He should have known not to mess with jail bait.

Please, please, please everyone. Ignore MP and her running for County Commission. She has been out of the limelight (bad lime light) for a while now and it's been a pleasure not to see her and comments about her all over the blogs. Maybe if we just ignore her, she will go away. Let her spend her money if she doesn't have any better sense. She'll never get elected and if she does, then there is absolutely no hope for this County. If people vote her into office I will probably move. I'd be too embarrassed to say I am from Clay County.

jail bait or not...i bet you all went out with older guys..i know i did. shoot i went out with one guy who was 35 when i was only 16...that was my choice. and if me and my friends got guys that were in their twenties when we were 14 and 15..we were cool and lucky. so now they want to call them sex offenders and lock them up? we knew what we were doing and we liked it!

This particular topic has been debated incessantly since the registers were put into place. I find myself agreeing with just about everything said here.

Based on today's laws, I know an astronomical number of guys who could technically be "sex offenders." I started dating my husband when I was 16 & he was 19. Not that we did The Deed before we were married, mind you, (BAHAHAHAHAHAHA!!) but that's an awful lot of power to put in a teenage girl's hands.

Hmmm so you're saying these two scenerios are the same thing:

An 18 year old who dates someone who is two years younger at 16 and has dated them for say two years more or less and they get caught having sex and the girls parents decide to press charges;

and the 28 year old who has multiple victims one being the brtween the ages of 0-5 and the others between 6-12 and 13-17;

are the same thing and deserve the same punishments and derserve the SAME sort of ostracizing for the rest of their lives? Because that's EXACXTLY the type of thing that happens.

There needs to either be different classifications or more detail provided on the crime that was commited. I have a person who is very close to me who was found guilty for having sex with a 14 year old girl when he was only 16. He is now 30 years old, posted as a sex offender, and lives every day with this terrible stigma. He moved from the last home he was renting because the neighbors saw the website and were passing flyers around the neighborhood with his picture.....as if he truly were a threat to there children.

I understand the fear and concern, I am parent myself, of a seven year old girl, and I want to know if there is a predator around my child. But, all cases are not equal.

Like it or not ther are probably alot of teenage girls that think its cool to have sex with alot of guys. Whether or not their parents have taught them better it doesnt matter. It is not rare and if you think it is, you live in the dark ages.

If they had kept the horse in the barnyard when they should have, then they would not be listed on the site. I have a daughter who is in her early teens. If she was to have sex with someone (Lord I hope she doesn't)that is older than her. I feel that it would be my responsiblity to handle the situation as her mother. I would be pretty mad to begin with. I would have to hear both sides of the situation, then make my decision as how to proceed from there. But in all honesty, I would more than likely press charges against the guy who touched my daughter.

I have been in stores with my daughter who is well delevoped for her age. A man in his late 60's (who is not on the sexoffender website) was following us around the store. After repeated requests for him to leave us alone, he still was at it. At one point, after telling him leave us alone, he actually had the nerve to ask me to allow him to date my daughter, Do you know what he got, he got his head knocked off. So this goes to show that whether the people are on a website,you know who they are. But stop and look at the ones that nobody knows about. Look at all the dangers there are with that. I would prefer to know. And with all the information about the sex offenders, we parents can protect our children just a little better.

What about J.C., when he was alive. He was a sex offender and with him living on the streets he had access to all children. At least were informed enough to know when he was around, get a tighter grip on your child. And I am not saying that the parents wouldn't have a grip on your children. We just get a better grip.

Would you press charges even if your daughter was consenting and was a willing party? How is that fair? Sure the guy should know better, that's not a question. But so should your daughter, (or anyones daughter) just because shes a teen dont mean shes stupid or even innocent, specially if she been taught about this.

I think the sex offenders websites is a great tool and can be used for good. But to group all sex offenders in the same catagory isnt right. They arent all pedophiles or serial rapists. The news would have you believe this a course. But just like the first post says:

"If you want to protect your children, watch them when they are around their daddies, grandpa’s, step daddies and uncles because those are the ones who commit most of the sex offenses. "

and the website for Clay County is proof of that!

To the person talking about sentencing, where I live if you even touch a kid you get an automatic 8 years if you are found guilty. Sentences range from a minimum 8 years up to life. Then after you get out in 8 years you are automatically on parole for 10 years and you have to go to treatment, if not they throw you back in jail. The treatment can last any length of time they want it to, but it is at least two years and sometimes up to 15 years or more. You have to take polygraphs every 6 months, you have to ask for permission to have any relationship, even with an adult, you have to report to your parole offices starting three times a week and if you are good you can get get that moved down to once a week.

According to James Dobson, SpongeBob promotes "an alternative lifestyle" and will turn your little boys into less than manly men. Is that what you're talking about, hippy?

If that's the case, where does that leave Superman, in his pretty little tights? Or Batman & his little buddy with the girls' name who he spends so much time with? Or the Lone Ranger, who spends an awful lot of time on the range with just his horse? Or the Three Stooges, who always seem to be their own little love-tapping, violence-promoting threesome? Or Laurel & Hardy or Abbott & Costello?? Is there something I'm missing or has our society become a bit homophobic?

Hot topic. Alright, first of all, I was 17 when I started having sex with my boyfriend, (who is now my husband) when he was 18. And, my opinion on the stautory rape thing is this. I think it is STUPID. Most generally the guy is older and he gets all the blame. If someone is going to press charges for them having sex, I think the younger partner should get some time out of it too. It is only fair.

As far as SpongeBob..., he is NOT GAY. This has been said ever since the cartoon came out. The gays like that cartoon, for whatever reason they have, but the guy who created the show, said that was not his intention for it to apply to the gay community. He did not mean for Sponge Bob to come across gay because he's not. Just because he is not married and does not have a girlfriend, and his best friend is also a guy, does not mean he is gay.

I for one, love that cartoon. I think it is very funny and my kids are allowed to watch it, and they always will be allowed to watch it.

But you do understand I'm not at all in agreement with you, right? My point was that SpongeBob is no more representative of the "male gay community" than Matt Dillion & Festus or any of those other people I named.

I fully appreciate The Big Picture, but SpongeBob is a regular in our house & will continue to be. Mr. Rogers wasn't exactly an alpha male, either, but my brothers all watched him as kids & they turned out just fine. We all loved Wile E. Coyote at our house, too, but we don't go around dropping anvils on people now just because we watched it. Nor did Yosemite Sam influence us to the point of waving pistols all over the place.

I'm relatively certain that if Lassie were to have a resurrection, somebody would step up & complain that Timmy was spending too much time alone with his dog & speculate about what they were doing out there in the woods together.

Cher is also a "hero" of the gay male community. They're probably all enthralled now with Governor Manchin, too, since he's got that great hair. Fortunately, the "male gay community" isn't raising my children.

James Dobson never said SpongeBob was gay. Look it up, Google it, wikipedia it, whatever.. The LA Times wrote an article saying that he did, but they later had to write a retraction on the story because it was fabricated.

Gay Lifestyle groups were using Spongebob and other cartoon characters in their ads.. Dobson was saying this was sending a bad signal to kids. He didnt say that kids shouldnt watch SpongeBob, only that the Lifestyle groups shouldnt use him in their ads.


So anyone who thinks their kids are adversly affected by watching SpongeBob, needs to quit overthinking their parental necessities.

I've watched a LOT of SpongeBob cartoons over the years. In fact, I may very well know every episode verbatim. I love him. What I see when I watch - and allow my kids to watch - is a talking sponge who is compassionate, considerate of the feelings of others, conscientous about his work ethic, devoted to his job ... & pretty darn funny sometimes. I don't think these same qualitites can be seen on Queer Eye for the Straight Guy. He's a SPONGE, for pete's sake!! Yeah, he's quick to tear up, but he's just a kid, ya know.

Where'd the "gay community" get so much power in the first place?? Honestly, what do they care about raising kids? Not like they're going to be contributing to the population or anything ....

Good morning. Rose. Fridays are busy and this old bod was tired so I never did get back yesterday. Was reading to catch up and when I got to hippy's post about Spongebob, hahahahahahaha. How funny or at least I thought so. Since I have no little ones, the only time I see any cartoons is when I am around the grandkids. Their parents allow them to watch Spongebob and what little I've seen of the "toon", I just think it's very clever and funny.

I have a son who is grown now, but to all those parents with teenage girls who think that the scenario about an older guy having sex with them should be treated the same as a child molester, get real. When I was a teenager back in the old days, I thought it was soooo cool to date and older guy. However, having sex with anyone, well, back then there were the girls who "put out" (and there were 2 that I know of) and those like me who had had it pounded in my head that sex was for married people. I tried to pound that into my son's head because unless you have a son, you don't think about how a guy's life can be ruined by little bubble-gum butts. When a girl gets pregnant, not only is her life changed forever, but so is the guy's life. I guess my son didn't believe me when I told him how babies are made because I was a grandmother long before I was ready for it and long before my son was ready to be a daddy and he sure as hell didn't rape the girl. I am glad that the girl's parents didn't try to put all the blame on him and have him arrested and all that. He was 19 and the gal was 17. Her parents were as upset and disappointed as I was but nonetheless didn't go ballistic and have my son arrested. They simpy said it takes two and said their daughter was as much at fault as my son. Thank goodness for that.

We all now have some power over the gay community brainwashing our children because we know a few of their dirty little secrets. BAHAHAHAHA

brulz, your story is exactly what scares the willies out of me. I just hope I'm half as good at keeping my boys "out of trouble" as my mom was - I know good & well what slutdogs a couple of my brothers were & nobody ended up pregnant OR arrested. SHEW!

Ohio is starting a new law, don't know if it's in effect yet or not? If a person is to be put on a sex offender list, and drives a vehicle,will be required to post a pink license plate stating this person is a sex offender. Read this articl. in www.starbeacon.com long about 6 months ago. DJE

Id say stuff that happens in prison is alot worse and more painful then having that big behind sittin on them. Still yet it dont stop them. Look at the dude from Idaho. He took that little gal and her brother after he killed off the rest of the family. Eventually he killed the brother and just had the little girl. They was caught in a Dennys. he's in jail and is sending out mail to someone who posts it on a blog for him. Its all about control for him and hes in control now because hes in jail and still doing illegal stuff. I dont reckon hed give a crap if some one like in the pitcure sat on his head.

guess back in my early years id found myself on this list, according to some on here i am a sex offender.

i met my wife when she was 14 and i was 16. we dated for about a year and both decided to explore a sexual relationship. (ok maybe we were too young to make those decisions but thats how it went) the after dating another year the decision to get married came and on her 16th bday we applied for a license. It was 1 month bfore my 18th bday myself. well of course i went ahead and turned 18 and my bride remained a minor for 2 more years after that and we continued to have a sexual relationship.

The law doesnt allow for single 16 year olds to have sex with a person that is a little older, but in turn our same laws will say that the 16 year old is old enough to marry and have a family? In my opinion those laws contradict each other.

I have been married for years to the same woman and i can say that the first year was tough we were both in high school(couldnt get people to realize we were a couple out on our own), but i wouldnt change it for the world.

Talking of it reminds me of another law i thought was stupid back then.

We were married as minors for 1 month in the middle of winter. We came in from school one evening and our pilot light on our furnace needed lit. So we get back in the car and drove to the closest convenience store too buy matches or a lighter. LOL neither of us were old enough to buy them. That was the most annoying thing i have ever encountered. Would not sell us matches or a lighter and it was 15 or 20 degrees outside. instead of getting someone else to buy we drove about 45 minutes to another store and bought matches.

WE CAN ALLOW THESE YOUNG KIDS TO MARRY THEN WE WONDER WHY IT IS SO HARD ON THEM. OUR SOCIETY DOES NOT HELP THEM.

Think about this: We allow teenage girls to obtain birth control pills for free at the clinic, without their parents' consent. Should those birth control pills fail, she can then have an abortion. Without informing the father of the baby, who she can then have thrown in jail for statutory rape. Welcome to America.

How can a person pull a trick on a child, or any body, really,and use the system many times free bono,to plea bargian down to a whole lot lesser offense just cause they know the county's near broke.The court should be on the list for letting that happen.
